Columbia SC Strong Mayor Question

Here are the words you will see on the ballot: 

Section 1. A special election shall be held on the 3rd day of December, 2013 on the following question as set forth in S.C. Code Ann. 5-5-40 (2004): Shall the municipality of the City of Columbia change its form of government from Council-Manager Form of Government to Mayor-Council Form of Government?

•YES •NO

“Those in favor of the question shall deposit a ballot with a check or cross mark in the square after the word ‘YES’, and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word ‘NO’.”

Section 2. Public notice of the special election shall be published in The State newspaper at least three weeks in advance of the date of the special election as set forth in S.C. Code Ann. 5-5-50.

Section 3. If a majority of the votes cast by the qualified electors of the City of Columbia are in favor of the change in the form government, the change from Council-Manager form of government to Mayor-Council form of government shall be implemented on July 1, 2014, and upon implementation the Mayor shall assume all responsibilities and powers as set forth in S.C. Code Ann. 5-9-30 (2004) which shall be later codified by ordinance.
