Public Safety – National Trends for March 2016

The March, Voterheads shows that 1,153 organizations held 1,787 new meetings for the month of March. Of these, 762 agenda items had a Public Safety component including Racial Profiling, a Statewide Emergency Management Mutual Aid and Assistance Agreement resolution, Extended Hours Bar Ordinance Evaluation, and other related issues.

Various Resolutions

There were several resolutions that were addressed in this meeting that contained a public safety element. These included:

Resolution 35-16        Authorizes and directs the Mayor to act on the behalf of the Urban County Government to execute a Statewide Emergency Management Mutual Aid and Assistance Agreement with each local entity that is within Kentucky’s Commonwealth. The agreement would include mutual aid and assistance and it falls under the purview of the Division of Emergency Management and 911.

Resolution 37-16        Authorizes and directs the Mayor to act on the behalf of the Urban County Government to execute for Continuity of Government. This falls under the purview of the Division of Emergency Management and 911.

Resolution 88-16        Authorizes and directs the Mayor to act on the behalf of the Lexington-Fayette Urban County Government to execute Change Order No. Two (2) to the Airbus DS Communications Purchase Agreement. Agreement pertains to the Public Safety Operations Center radio tower ice bridge installation and purchase. The Agreement price sum increases by $3,485. The original cost was $1,559,771 and increased to $1,563,256. This falls under the purview of the Department of Public Safety.

Resolution 66-16        Authorizes the Division of Community Corrections to procure equipment or parts for York Air Handlers from Johnson Controls, Inc. This is a sole source provider and the cost will not exceed $35,100 and, if necessary, will authorize the Mayor to act on behalf of the Urban County Government to sign any procurement related documents. This falls under the purview of the Division of Community Corrections.

Extended Bar Hours Ordinance Evaluation

The Extended Bar Hour Ordinance was adopted on April 3, 2015. A provision for evaluation of the program was included, examining the economic and social benefits that are associated with extended bar operation and any detrimental secondary effects. The evaluation was conducted by the Cape Coral Police Department with a focus on the secondary effects for disturbances, noise, and crime. A partial presentation was provided on February 9, 2016. A more comprehensive presentation was provided that covered law enforcement and crime as well as costs and strategies for combating the negative effects of the ordinance.

Racial Profiling

Westchester County has had a controversial history around racial profiling.  This month the Public Safety Subcommittee discussed the 2015 Racial Profiling Report.

Various Resolutions

There were several resolutions that were addressed in this meeting that contained a public safety element.

FY 2016-2017 Homeland Security Grant   Authorizes the participation in the Office of Homeland Security FY 2016-2017 Homeland Security Grant Program. It also designates the Sheriff-Coroner, Emergency Services Coordinator and the Sheriff’s Finance Officer as authorized agents to administer and sign for the Homeland Security Grant.

FY 2016-2017 EMPG Grant  Authorizes the participation of the Mono County Sheriff’s Office in the FY 2016-2017 Emergency Management Performance Grant (EMPG) program. The Sheriff-Coroner, Emergency Services Coordinator, and the Sheriff’s Finance Officer are named authorized agents to administer and sign for the EMPG grant.

 

National Public Safety Telecommunicators Week

Finally, April 10-26 if National Public Safety Telecommunicators Week.  Cities and Counties around the country are recognizing those women and men that stand ready to answer your call to 911 across the country ona 7×24 basis to coordinate the most effective response to your emergency.  To all our E911 Dispatchers, Managers, and Directors… thank you for all your hard work!
